The core program of ECDC is its commitment to reach out to the community to learn of specific community needs and then determine the best way for ECDC to address those needs. In 2005 ECDC had a number of community meetings regarding development at the corner of Church and Darrow. Current needs, as identified through the Home Ownership Course and marketing of five single-family homes, indicates the dire need to develop more affordable housing options for families making less than 80% of the median income. Currently there is very little available, even with current programs, for families making 60% or less of the median income.ECDC does not intend to be a direct service provider, but rather refer local constituents to the most appropriate service provider as ECDC does not believe in duplicative efforts. ECDC will, however hold service providers responsible for the services that they do offer and will follow up with clients to determine their satisfaction with current service providers and fill gaps in services where needed.
